| Responsibilities: |
QinetiQ North America's Systems Engineering Group is looking for a qualified candidate to fill a Program Manager position who is able to ensure implementation and prescribed activities are carried out in accordance with specified objectives. The successfull candidate plans and develops methods and procedures for implementing programs, directs and coordinates program activities, and exercises control over personnel responsible for the functions or phases of a program. Essential Duties and Responsibilities: *Selects personnel according to knowledge and experience in an area with which a program is concerned. *Confers with staff to explain program and individual responsibilities for the functions and phases of a program. *Directs and coordinates personally, or through subordinate managerial personnel, activities concerned with implementation and carrying out objectives of a program. *Reviews reports and records of activities to ensure progress is being accomplished toward specified specified program objective and modifies or changes methodology as required to redirect activities and attain objectives. *Prepares program reports for superiors. Oversees program planning, budgeting, and scheduling as prepared by staff personnel. *Controls expenditures in accordance with budget allocations. May specialize in managing government programs and/or highly technical programs. *Manages subcontractors to assure program performance. Serves as primary customer contact and must be able to provide expert technical and programmatic advice to clients, subcontractors, and staff. *Responsible for program growth, marketing new technology, and/or follow-on business acquisition. *Ensures adherence to master plans and schedules, develops solutions to program problems, and directs the work of those assigned from various departments or areas of organization. | Qualifications: |
Required Education and Experience: A Bachelor's Degree in Engineering, Physics, Mathematics, or Business is required. The Program Manager position requires a minimum of fifteen (15) years of technical experience in support of Command and Control (C2) Programs, to include: Equipment Support, System Support, and Programmatic Support. Requires eight (8) years of Program Management experience to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Requires five (5) years as a manager of Command, Control, Communications, Computers and Intelligence (C4I) and Global Command and Control System (GCCS) Programs. Requires knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Requires specific experience in supervising employees, knowledge of Navy's system acquisition regulations, and presenting analysis results to "high-level" Navy managers. Position is contingent upon contract award. Security: Candidates for this position will be subject to a government background investigation and must meet eligibility requirements for access to classified information. US Citizenship required. All individuals must hold (or be eligible to hold) a TOP SECRET clearance. Some travel may be required. Salary/Benefits: Salary commensurate with experience. A commitment to your work/life balance.
